The difference is the motive behind the action.

Ordering pursues excellence.
Control pursues perfection (which is impossible and unrealistic).

Ordering alters itself and accepts the outcome.
Control tries to control the outcome.

Ordering is motivated by principle.
Control is motivated by emotion.
